How we verify the numbers on this site
EORCost.com is an independent reference. We do not sell EOR services and we do not earn commission on any provider listed. Funding is display advertising only. This page documents how every number on the site was obtained and how often we re-verify.
EOR provider pricing
Provider pricing falls into two categories: verified and quote-only.
Verified means we can point to a public pricing page on the provider's own website that states the per-employee monthly fee. Every verified entry on the site links directly to its source page. We re-check those pages at least quarterly. If a provider raises or lowers pricing, the change is reflected within seven days of us noticing.
Quote-only means the provider does not publish pricing publicly. For these (Deel, Rippling, Globalization Partners, Atlas HXM, Safeguard Global), we cite figures from industry coverage and customer disclosures — clearly labelled as unverified. The honest answer for quote-only vendors is: you must get a direct quote. We will not pretend otherwise.
We list providers, including those we cannot fully verify, because pretending they don't exist would make the reference less useful. The label tells you what we know versus what we infer.
Country employer burden percentages
The statutory employer burden for each country is the sum of mandatory employer-side contributions: pension, social security, health, unemployment, workers' compensation, and analogous taxes. It does not include income tax withholding (that comes out of the employee's gross).
Burden percentages are sourced from each country's revenue authority — HMRC (UK), URSSAF (France), BMAS / Deutsche Rentenversicherung (Germany), IRS / Social Security Administration (United States), IMSS / Infonavit (Mexico), EPFO / ESIC (India), and so on. Source links appear inline on every country page.
We cross-check against the OECD Statutory Tax & Social Contribution Database where available. Where national rates differ from OECD-published rates (most commonly because OECD averages aggregate sub-national rates), we use the national rate and note the difference.
The hidden fees list
The eight charges listed on the home page and calculator (deposit, FX margin, statutory benefits buffer, onboarding, compliance amendments, off-cycle payments, termination, equity admin) are drawn from publicly available master service agreements, customer complaints in industry forums, and disclosed line items in invoice screenshots posted publicly.
We list a charge as “typical” only if at least three independent sources confirm it. The percentages and dollar ranges are the median of disclosed amounts, not the worst case. If your provider does not charge a given fee, that's good — most charge at least four of the eight.
Cost tier classification
We classify providers into three tiers by their published lean-employee monthly fee:
- Lean: $199-349/mo. Flat fee, narrower service envelope. Suited to small teams.
- Mid: $400-700/mo. Full EOR with HR depth, integrations, statutory policy support.
- Enterprise: $800-1,200+/mo. High-touch, multi-country bundles, custom contracts.
These tiers describe published list price. They do not directly correlate with quality. A lean-tier provider with strong local presence in your hiring country may serve you better than a mid-tier provider with a thin operation there. Reference the verified pricing page links to compare service depth before deciding.
Conflicts of interest disclosure
EORCost.com is published by Digital Signet. Digital Signet does not sell EOR services, payroll services, HR software, or compliance consulting. We do not accept sponsored placements that influence pricing claims or methodology, and there are no affiliate links to any EOR provider anywhere on this site.
Funding is display advertising via Google AdSense and similar networks. Advertisers do not see content before publication and have no editorial influence. The advertiser exclusion list specifically forbids EOR provider ads.
If you spot something on this site that looks like it favours one provider, or pricing that you can demonstrate is incorrect, email hello@digitalsignet.com with the source URL and the correction. We update within seven days.
Update cadence
Provider verified pricing: re-checked quarterly. OECD statutory burden data: refreshed annually after OECD's January publication. Country revenue authority figures: re-checked when the authority publishes a rate change or annually if no change is announced. Last full verification pass: June 2026.
What this site is not
We do not give legal, tax, or HR advice. The numbers here are a sanity-check reference before you commission a written quote from one or more EOR providers and review their contracts with your own advisors.
Provider mentions are nominative fair use (NKOTB v News America, 971 F.2d 302, 9th Cir. 1992; Toyota v Tabari, 610 F.3d 1171, 9th Cir. 2010). We use minimum-necessary identifiers and do not imply endorsement.
